Commissioners start with County Human Services Plan Hearing Summary, which started
at 8:45 am. and James Martin, Deputy Administrator of the BH/ID/EI Program explains the Plan for the County. Then at 9:00 am., started the regular bi-monthly Commissioners Meeting. Discussed is a $411,000 grant to rehabilitate housing for low-income people. Two, new businessmen appointed to the Economic Development Board,
who are Brian Hinkley and Bill Kelley. An Educator for 4H was hired. Public Comments followed and new rules for public comments decided by the Commissioners and told the public with no public discussion. New rules are 3 min. limit per speaker and only residents of Susquehanna County can speak ! Then the Salary Board public meeting met. All three meetings ended by 9:41 am.

At what time does privilege of the floor start aon this vide, and when are the new rules limiting public input adopted?
public comments starts after all the county business is done and the new rules started after the commissioners announced it and I asked them why they didn’t have public comment and discussion about the new rules before they are adopted and they said they can just make the decision and tell us. We’re looking into this and see if this is legal.
